A "behavioral reprogramming system" where people flagged or deemed detrimental (scalable here) activate a computer program that uses their devices to Naturally retrain/reprogram the conditioned errors in their mind...
Eg.
A person is known/flagged for littering. Once proven systematically as a litterer by recorded behavior, the system uses natural digital opportunities to repair the parts of their mind that are error prone, or detrimental to all.
Such person plays a game, uses a website, or does a certain action every day on their phone. The system accesses the game and incorporates Cognitive Behavior Training algorithm into the game seamlessly. Such person progressively litters less.
Humans would not be able to be responsible for the action of this system at this point in history due to the ability to exploit humans/culture, in my opinion. It would need to be purely logic related intelligence.

I saw an article on Kurzweilai.net about an AI facial recognition program that can accurately(90%+) determine criminal intent. It was either a Japanese or Chinese recent innovation.
Prisons are a far outdated form of "reform" and it is proven, many times over, to institutionalize crime and not reform for the prisoners, guards, and all parties involved. We are at a point where all life can be seen as recuperable and recoverable for best possible outcome, and the collective Earth has the means right this very moment to make this happen for a significantly better overall future trajectory.An AI system that incorporated this technology, as well as confirmation digital intel from an automatic system, NON-human as there would be no room for error here...could provide a solution to end crime and prisons while also placating the incessant dissonance from understandably gross population management.Explained:The AI system would deem smartphone users as potential criminals based on the aforementioned system, and a scalable system of need (able to be targeted towards certain groups of crime according to current trends).A hierarchy of logic steps via the potential-criminal interaction (apps,sites,tos, etc) would create a legal framework for the system to achieve the result of True Reform to True Wellness while exhibiting significant overall resonance of well-being in all sectors of humans, as well as the life they proliferate.AI and Big data will play a huge part in this as the system will need to accurately determine the type of criminal intent, and restructure the neural networks of the potential criminal using current technological means via their smartphones/computers/accounts (audio/visual/psychostimulatory/ psychodepressive/etc). This is a working theory, and is open for very liberal interpretation.The question that started this for me was my own... "What would a GOOD "#bigbrother" do?;)
